Victory Point FX provided services for the production of a comprehensive GIS database of existing ecological and geographic data for the Northwest Territories. The Atlas provides organizations, communities, developers and governments with the means to assess conservation and development values that aids in an integrated approach to conservation and development in the North. Work involved performing a review of existing GIS resources and data providers, data collection, conversion, assembly, and compilation, image processing and design of a multimedia CD interface.

A significant portion of the GIS work involved the generation of a digital NLUIS image mosaic from 153 archival paper maps covering the entire Northwest Territories. The NLUIS mosaic is instrumental for providing gap analysis information and facilitating future digitizing work.

The Atlas is distributed as a 3 CD set that spans 24 thematic maps as follows.
